In connection with your request for comment, Draft - Presi- dential Directive, this matter has been considered by the Chief of the Alien Affairs Branch of this Staff and by other appropriate officers and this Staff concurs in the proposed directive. It has been observed by the Chief of the Alien Affairs Branch that such Presidential Directive will not actually prohibit the departure of American citizens or aliens who are in a permanent resident status in the United States but it will have a deterring effect on departures of such persons. There are, of course, many cases of interest to this Agency which relate to aliens in a temporary status in the United States. Such aliens are not eligible for the receipt of re-entry permits and of course the proposed Presidential Directive does not cover such a class of aliens. In a war, however, proposed regulations with reference to departure of aliens will cover all classes of aliens and these proposed regulations, which have been under consideration by the Interdepartmental Committee on Internal Security, will at least have a deterring effect on the departure of aliens who are in the United States in a temporary status.
