Reference is made to your letter of May 14, 1953,
requesting this Agency's views on the proposed draft bill,
submitted by the Department of Justice, to require the re-
gistration of certain persons who have knowledge of, or
have received instruction or assignment in, the espionage,
counter-espionage, or sabotage service or tactics of a
foreign government or foreign political party, and for other
purposes.
The Department of Justice has previously discussed
this suggested legislation with us informally, and has accepted
our proposal for section 4(d), the inclusion of which we con-
sider quite necessary.
