Various individual discussions on this matter wore held by the undersigned with be desirable to have a meeting locally with the President of 25X1C who has been cleared by us, with a view to disclosing the situation, admitting our error and asking for a license agreement 25X1C which it was believed could be obtained routinely. DATE: 22 August 1952 the Agency has a large,. long-term, open-end contract with - with .whom relations are currently most amicable. The opinion was expressed that in order not to disturb this relationship, it might 25X1A 3. Subsequent to the above, further contact was made with I r. and it was developed that is making only 300 of the articles in question for us while it is making 10,000 for a U. S. commercial firm. In view of the fact that our contract might well be completed or nearly completed at this time, and especially in view of the fact -h:iat to hold the meeting referred to in Paragraph 2 might be pulling chestnuts out of the fire for the commercial firm, the undersigned strongly believes that any further action, and particularly the suggested meeting, should be deferred until 25X1A reply is received from Reference C. It is quite possible that a license agreement ma be worked out pursuant to Paragraph !. of Reference C. agreed wholeheartedly with this and stated that Reference B was written by engineering people who were not wholly cognizant of the overall situation. 4. advised that he is keeping a memorandum current on this subject and will bring it in person to this office as soon as there are any f ira n developments.
