come to light.
2. It is our understandins- that more than one hundred nonresident
aliens are in this country under the aegis of the N.C.F.E. I~Tost of
these people came from satellite countries, and they are either dis-
placed persons without national identity or else they are sponsored
by nations providing only the temporary security of a special visa.
Normally, they enter the United States on a visitor's visa valid for
no longer than 90 days, and a condition of admittance under this visa
requires permission from the Immigration and Naturalization Section of
the Denartnent of Justice to receive compensation for any services which
the alien may render during his stay in the United States.
3. The people with whom we are concerned receive monthly payments
which are generally in excess of $300-00. These payments provide for
the sun-port of the aliens and their families, but, the aliens are en-
