1. I have reviewed the staff study indicated in the abovL. refer-
ence sad, for reasons given in the study, concur that the subject
be made one of inquiry. I agree that, where Agency interests ;:re not
fully protected, the owner of property which is necessary to at_ opera-
tion should 'be strongly urged to insure it and that, in situations
where this is not possible, field stations should be authorize C,
individual cases, to request authority to reimburse the agent
for a proper portion of hie expenses inn this connection. Generally,
it would seem that situations in which the Agency's paramount oera,-
tional interest would be jeopardized by a lack of insurance are infre-
quent. However, in such cases it would be entirely proper for _):Metal
funds to be used to provide the necessary coverage.
2. The referenced staff study does not explore sufficient : . r the
question of the criteria that determine whether reimbursement should
or should not be made. However, it does propose that an instruction
be developed on the over-all subject. Therefore, I believe the instruc
Lion should contain appropriate criteria and procedures for obtaining
approval of reimbursement in each specific case. The appropriate
eministrative offices are available to assist you in, developing such,
an instruction.
