2. The words "where appropriate" shall be stricken, making
it mandatory that all plans concerning transfer of funds of other
Goverment agencies be reviewed by the office of General Counsel.
This change has the approval of the issuing office.
3. This change is made in view of the fact that the proposed
regulation contemplates extraordinary transfers of funds to this
Agency by other agencies which in effect represent a supplement to
this Agency's appropriations. Transfers from various agencies in
the normal course of business are not considered as coming within FOIAb5
the scope of this regulation.
