Ntan~ent T,,,_ra (1} On Friday, 2$ September, at the invitation of the Office of Civilian Personnel, Department of the Army, attended a presentation an "Creative Thinking. anew y developed phase of Personnel 1~lana.gement for Executives. The lecture given by and the subsequent demonstration were most disappointing. The presentation was, in the obaervers1 judgment, quite ineffective. Mr. McCarthy was brought in as a guest lecturer in the management phase of the Midi a of iti-service training given by the Department of State. felt that the lecture offered some useful ideas, but was disappointed in the presentation as a whale. It was very loosely organized, and less relevant to the Sob situation than lectures typically given in Basic Management and Basic Supervision. (3) While at Front Royal on Saturday, Owns questioned by both staff members and students as to th? absence of-CIA participants in the stud?gt group. The staff f?lt that participation by a CIA employee 3n the last session had been of great value, and several students, most of whom were Foreign Service Officers just returned from overseas assignments, would have welcomed au opportunity to exchange ideas with members of a kindred organization. It wan not clear whether these expressions of interest grew out of the studentst working rela- tions with Agency personnel in the field, or whether the MidrCareer Course is gradually being thought of by its sponsors as an inter-agency servioa. One nonrState e~nployae, an Army officer, was in the current group. e K SET C~~~~~ ~~.~~~~~ Sanitized Copy Approved for Release 2010/02/22 :CIA-RDP58-00039A000300050109-5 Sanitized Copy Approved for Release 2010/02/22 :CIA-RDP58-00039A000300050109-5 - - -w . ..... .. ~.~. a. ~.dmin~tst a,~,i five ~~ nag (1) presented a Cable and Dispatch Course for a group of twenty OSI officers and secretaries.
