Report of Activities

DATE: 8 February 1956
1. I received from Mr. of CSI, on 7 February,
a first rough draft of part of his article on Methods of Intelli-
gence Analysis. On first glance, the introduction is very
promising -- it defines the special characteristics of intelli-
gence research by way of those methods especially relevant to
intelligence. Then Mr.= proceeds to take up these analytic
methods, one by one, and to describe each with practical examples.
We are going to go over these first few pages in some detail next
Monday; Mr. 0 hopes to have a complete first draft two weeks
after that.
2. On February 8, I met with Mr. Allan Evans, Chief of OIR,
Department of State. We discussed at great length the possibility
of his preparing a Study for us on any one of a number of subjects.
E.g., academic training for a career in intelligence; the current
overemphasis (in Mr. Evans' view) on area-and-language training
for intelligence officers; a definition of "strategic intelligence"
as a means of distinguishing intelligence research from academic
research. Mr. Evans (who, by the way, compliments OTR highly for
the Stuff series and wishes us well) has prepared many short papers
on these subjects, over the past five years, and hopes to be able
to put some of them together fairly soon for submission to us as
possible Studies. I am optimistic about our chances of getting a
good manuscript
