U. S. CENSORSHIP REGULATIONS
Edition of January 30, 1943
These regulations supersede U. S. Cable and Radio Censorship Regu-
lations and U. S, Radiotelephone Censorship Regulations of February
19, 1942, and U. S. Postal Censorship Regulations of March 13, 1942,
and April 13, 1942, all of which are hereby revoked.
Issued under the authority vested in the Director of Censorship
pursuant to section 3 (o) of the Trading with the Zery Act of Octobor
6, 1917 (40 Stat. 412), as amended e section $0 of the First War Po-veers
Act of .December 18, 1941'(55 Stat, 838); Executive Order 8985 (6 F.B. 6624);
Treasury Decision 54636 (8 F.R. 6807).
1. SCOPE OP R EGULA TICIIS
These regulations pertain to ell communications passin between
the United States, its territories or possessions, and any foreign
country, or which may be carried by any vessel or other means of
transportation t?uching at any port, place, ossession, or territory
of the United States and bound to or from any foreign country.
2. DEFINITIONS
As used in these regulations,
(a) The term "communication" shall include any leta-ar or other
other reproduction, telegram, cablegram, wireless ,vesar+;e, telephone
conversation either by landlines or radiotelephone circuits, or any
message transmitted by ax y siyrna.lin device, carrier pigeon, by word
of mouth

(b) The erm "enemy territory" shall include `.he territory of
the territory occupied or cor,,trolleed by any nation with which the
United States is or may hereafter be at war.
(o) The term, "enemy national" shall mean ?
(1) The Governmont of any country with which the United States is
or may hereafter be at war, and may agent, ire; trumezztality, or repre-
sentative of such govern-vents or other person acting therefor, wherever
situated;
