SUBJECT: Request for Comments on Proposed Vietnam Constitution

1. Attached is a translation of a proposed draft for a Vietnam
Constitution which was prepared by a special committee appointed by
Premier Diem.

2. As per a verbal discussion between Mr.- General Counselts
Office, and on 14 October 1955, it is
requested t ce o the General Counsel prepare appropriate
comments on the enclosed draft constitution. These comments should include
constructive criticism on various points of the constitution with sugges-
tions for improvement, and also praise for specific points which represent
constructive thinking on the part of the Vietnamese.
3. It is requested that these comments be prepared and forwarded
to FE Division by 21 October 1955. FE Division realizes this does not
provide your office with much time to study something as complex as a
constitution. However, it is urgent that appropriate comments be made as
soon as possible in order to attempt to propose improvements to the Vietnam
Government A
