1. This Staff cannot approve your request that we now in
1954 authorize payment of overtime to an individual for services
performed in 1951-1952 under a contract which did not include
overtime benefits. Legally, there is no "consideration" to support
such an authorization. 25X1A
2. Reference is mate in our memorandum to the fact that
"all contract personnel at were granted retroactively
a Federal pay raise and paymen of overtime." It is presumed
that you are referring to the action taken by the Committee
established by CIA As you know, this committee
was specially constituted and had special authorities, but its
decisions only have applicability to the cases submitted to it and
cannot be extended to the subject individual.
