"a. Advance authorization requirement.
"Employee whose change of station orders did not provide
for transportation of his household effects at Govt. expense
is not entitled to payment therefor under sec. 1, administrative
expense statute of Aug. 2, 1946, which provides for such payment
only 'when authorized in the order directing the travel,' and
orders cannot be supplemented retroactively after transfer has
