"Authority provided by sec. 1, administrative expense statute
of Aug. 2, 1946, for payment of expenses of employee's travel and
transportation of his dependents and household effects on change of
station in connection with 'transfer' from one department to another
applies only toproper cases of transfer pursuant to and in accordance
with procedure prescribed in connection with administration of civil
service laws and regulations, and not to cases where formal resignations
are submitted to one agency and new appointments issued by other,
irrespective of whether there is break in service of one or more days ."J
