LEGISLATION
P. L. 195 Title I. dental or lease, for periods not exceeding
ten years, of offices, buildings, grounds, and living quarters
for the use of the Foreign Service, for which payments may be
made in advance.
P. L. 172, Sec. 106. Appropriations made in this Act shall be
available for services as authorized by section 15 of the Act
of August 2, 1946 (5 U.S..C.55a) when authorized by the Secretary,
at rates not to exceed "100 per diem for individuals.
P. L. 179, Sec. 601. Contracts for experts and consultants may
be renewed annual]ty.
(5 U.S.C.55a) The head of any department, when authorized . . . .
may procure the temporary (not in excess of one year) or intermittent
services of experts and consultants . . .
P. L. 179, Sec. 623. During the current fiscal year, the President
may exempt appropriations, funds, and contract authorizations,
available for military functions under the Department of Defense
from the provisions of subsection (c) of section 3679 of the Revised
Statutes, as amended, ;henever he deems such action to be necessary
in the interest of rational defense.

to Sec. 623 of the General Provisions which per:-;mits the President to
exempt Department of Defense funds from the anti-deficiency law.
Should developments demand it, all available funds could be obligated
and expended within ti-,,:arty days, if that were possible.
