To provide for the orderly transaction of the p-ulblic business in the event of the death, incapacity, or separation from office of a disbursing officer of the Military Department. Notes Monetary -Branch, Finance Division, advises that accounts of all CIA Disbursing Dfficers are established in a manner whereby checks would be valid in the event of the death or disability of the Disbursing Officer. Checks issued by the Disbursing Officer for vouchered funds are prepared only one or two days prior to date of issuance. Public Law 61. Authorizing Disbursing Officers to cash and negotiate checks, drafts, bills of exchange, and other instruments payable in United States and foreign currencies. Note: Disbursing Officers in Finance Division will cash salary checks for Agency employees. The authority to cash checks should not be extended to Disbursing Officers for vouchered funds since some checks are issue(` in pseudonym and should not clear through a recognized bank account.
