The increasing volume of requests for legislative clearance and
coordination in this Congress has resulted in the accumulation in the
Bureau of the Budget of a number of pending committee requests and
agency reports for which we have not received sufficient information
to give formal clearance.
Except in a relatively few cases, the Bureau has not answered
committee requests nor cleared agency reports until the views of all
interested agencies have been received. In most of the present cases
pending, the Bureau has been unable to complete its action because of
the lack of a report from one key agency. We believe that Executive
Branch relationships with the Congress may make it necessary to take
action on selected cases, without benefit of the views of all agencies.
This approach will be used as sparingly as possible, however, and you
will be advised in those instances where it becomes necessary to act
without benefit of your views.
In order to expedite clearances, the Bureau is instituting a
review of all pending legislative cases. As a first target, pending
committee requests and agency reports received in the Bureau during
calendar 1955 will be reviewed to determine the feasibility of
completing action at an early date. Attached, for your information,
is a list of the bills on which our records indicate that the views
of your department are particularly needed. We urgently request that
the cases be reviewed and that reports be provided wherever possible.
