IMORANDUM FOR: Legislative Counsel
SUBJECT: Draft Bill, "Foreign Employees? Personnel Act of 1966"
1. While the draft bill contains many favorable features,, it
would seem that this omnibus type of bill would provide a suitable
hiale for F- I
other than their countries oz-
residence or recruitment. suggested that this bill be extended
to cover this category of local employees.
2. Section li(b) should clarify whether or not the dependents of
classified employees may be employed as local employees.
3. Under Section 12(d), the explanation contains a parentheti-
cal statement which prohibits the payment of per diem. It would seem
that per diem should be paid while in a travel status to and from the
point at which home leave is to be taken,
