Foreign Office informs us House of Commons subcommittee which
wished to proceed abroad to examine UK foreign service establish-
ments has been denied permission to do so under old ruling by
Clerk of House that proper sphere of jurisdiction of Parliament-
ary committees is within UK. %omnhittee intends publish report on
its proposal. Will include re erence o` American congress onaT
ra ce o sending committees abroad and cite number of instances
where such committees have visited UK. With respect to Kersten
Committee will mention fact it requested approval of British
Government and obtained this on acceptance of the conditions which
were specified.
