Reference is made to a memorandum for the Director from Colonel Grogan dated 6 April 1953, subject as above. Colonel Grogan recommends that the Director invite Congressmen Miller and Sheehan to his office to clear up their questions. Z. Congressman Sheehan's comments largely involve alleged infiltration of CI.A by Communists. This is in line with the Congressman's recent letter to the Director which the Director answered on I8 March, and in which he urged Congressman Sheehan to supply any derogatory data which he might have at any time. Sheehan stated that it was the duty of the Armed Services Committee to check on CIA, and Dewey Short adequately accepted that responsi- bility. 3. As for Dr. Miller's comments, it is felt that he probably has CIA confused with other intelligence groups, such as NSA, but any attempt to answer his questions would lead to a discussion of the numbers of CIA personnel and the ratio of civilian to military. 4. As there are several Congressmen, including Dewey Short, who should be invited to CIA. because of their assistance, and their need to give as support, it is not recommended that the Director give time to Congressmen Sheehan and Miller until there is a further demonstration that such time would be warranted or necessary.
