As of possible interest to you, I would like to
report that I had an extended aonversetion yesterday with
14r. Paul J. Cotter, Counsel to the Chairman of the Senate
Appropriations Committee, who is making an investigation of
the USIA activities in Europe. My conference with Mr. Cotter
was arranged through the courtesy :of Mr. D'Alessandro. Mrs.
Cotter had also a conference with Mr. Condon of RFE.
Mr. Cotter wanted to have a bird's-eye view of
the operations of Radio liberation. He seemed very much inter-
ested in the concept and scope of Radio Liberation's broadcasts.
At the conclusion of our conversation he asked my opinion of
certain phases of VOA's operations. After our meeting t sent
Mr. Cotter a statement containii nQ data conicerning Radio Libera-
tion and also a copy of the Radio Liberation Policy Manual.
I thought that it would be a food thing to place in the hands,
of Mr. Cotter, in view of his position in the Senate, a basic
document defining the aims and scope of Radio Liberation.
