Congressional Report on Handling of Classified Material
1. Reference your memorandum dated 28 October 1916 regarding Special
Report of the Hobbs Subcommittee of the House Judiciary Cc tttee regarding
handling of classified documents.
2. The Majority Report is not yet available but the Minority Views of
Congressman Yellows (R., Me.) are attached herewith.
3. Attention is drawn to the tree endous number of documents, classified
from confidential through top secret, illegally obtained from the State Department,
the War Department,, IUD., I, and 45$.

Attention is called to the statements on page three (3) stating that,
*The Department of State had no system wortby of the name
for protecting the files of that department. A man with a gold
badge could, without question, carry a azr document he wished.
All he needed was a gold badge, and this could be borrowed."
