RES. 5 0 1sT SESSION IN THE SENATE OF THE UNITED STATES FEBRUARY 3, 1949 Mr. JOHNSON of Colorado submitted the following resolution; which was referred to the Committee on Interstate and Foreign Commerce FEBRUARY 10, Reported by Mr. JOHNSON of Colorado, with an amendment, and referred to the Committee on Rules and Administration MARCH 23 (legislative day, MARCH 18), 1949 Reported by Mr. HAYDEN, with additional amendments APRIL 11, 1949 Considered, amended, and agreed to RESOLUTION 1 Resolved, That the Committee on Interstate and Foreign 2 Commerce, or any duly authorized subcommittee thereof, is 3 authorized and directed during the Eighty-first Congress to 4 make a full and complete study and investigation of such 5 problems as it may deem proper relating to (1) the financial 6 stability and operational efficiency of the air-line industry; 7 (2) all matters pertaining to the United States merchant 8 marine ; .(3) all domestic land and water transportation to 9 determine (a) whether existing conditions conform to the 10. national transportation policy as declared in the Interstate 11 Commerce Act, and (b) the effect of large expenditures of Approved For Release 2004/01/15 : CIA-RDP58-00597A000100190038-2 Approved For Release 2004/01/15 : CIA-RDP58-00597A000100190038-2 2 1 public moneys and private capital upon transportation 2 charges and to what extent such expenditures are reflected 3 in costs of production and prices to consumers ; and (4) all 4 matters relating to radio, telegraph, and telephone communi- 5 cations, including (a.) the problems relating to American 6 common carriers operating in the domestic and international 7 fields, including the relationship of these problems to the 8 national security of the United States; (b) the problems 9 presented by requirements of international treaties and con- 10 ventions in relation to such revisions as may be necessary 11 to the Communications Act of 1934; (c) the problems aris- 12 ing from unprecedented demands for frequencies for such 13 communication services as television; safety and special serv- 14 ices, including aviation, railroads, busses, trucks, taxicabs; 15 common-carrier uses; and industrial uses; and the policies 16 which the Congress should adopt for the granting of such 17 allocations; (d) the manner in which the Federal Communi- 18 cations Commission exercises its licensing authority with 19 respect to radio applications ; (e) the extent to which the 20 Federal Communications Commission examines the quali- 21 fications of applicants for licenses or renewals of licenses in 22 order to determine that only qualified persons are licensed 23 to operate radio stations or other licensed facilities; and (f) 24 the extent to which the Federal Communications Commission 25 examines the operation or proposed operation of radio sta- Approved For Release 2004/01/15 : CIA-RDP58-00597A000100190038-2 Approved For Release 2004/01/15 : CIA-RDP58-00597A000100190038-2 14 15 16 17 18 19 3 1 Lions in order to assure that such stations have been or will 2 be operated in the public interest. 3 SEC. 2. The committee shall report its findings, and 4 recommend such legislation as it may deem advisable to the Senate at the earliest practicable date. SEC. 3. For the purposes of this resolution the com- mittee, or any duly authorized subcommittee thereof, is authorized, during the sessions, recesses, and adjourned periods of the Eighty-first Congress, (1) to make such expenditures, as it deems advisable; (2) to employ upon a temporary basis such technical, clerical, and other assist- ants as it deems advisable ; and (3) with the consent of the head of the department or agency concerned, to utilize the services, information, facilities, and personnel of any of the departments or agencies of the Government. SEC. 4. Expenses of the committee under this resolu- tion, which shall not exceed $165,000, shall be paid from the contingent fund of the Senate upon vouchers approved by the chairman of the committee.
