UBJECT: Prorosed Mendrierit to the Administrative Expert ses
As you requested.. I have expnined the Bill introduced into the
douse of Representatives on June 29. The Bill appears to be si.d -
stantially the same as previous drafts submitted to us by the Bureau
of the Budget, althouh the inateri.al has been extensively edited.
here are, however. three points of difference between this and former
drafts :
a. in nrevi i )us dii et`ts the words "temporary storage"
were to be stricken from Sut section (a) of Section 1 of
the Act. In this draft "ter nnrary storage" will remain
an allowable e e ease .
h. The Act -resentJ_?> Heals with an employee's "house-
hood goods and personae effects . " On Page 2 of the present
draft the Act, is r;tater to, imrm1y to "baggage and household
effects"' of TneanhprR of the uniformed service . and "furniture,
household. and rsonni effe~-ts-" of emplo~rees of the foreign
service. Al thoucrh t4 -re different items may mean the same
thing, we mad;, b+ .Vnreod -h,r the fact- of their presence to
