Approved For Release 2004/06/23 : CIA-RDP58-00597A000100230017-0 Chief of Logistics 1. Proposed Bill W- 9736 has been reviewed by the Logistics Office. Basically, this Bill establishes weight limitations for the transportation and storage of furniture, household goods, personal effects (including professional books, papers and equipment) of officers and employees of the Foreign Service, the Uniformed lervicesand the Central Intelligence Agency. Specifically, these weight limitations are --- 7,000 pounds uncrated, or 8750 orated for transfers within the continental United States, or 10,000 pounds uncrated, or 14,000 pounds crated for transfers to, from or outside the continental United States, or The equivalent of such amounts when transportation charges are based on cubic measure. 2. This law also provides that the expenses of transportation of privately owned automobiles may be allowed provided their weight, plus the weight of other property with respect to which such expenses are allowed, does not exceed the weight limitations applicable to the transfer. It further provides that the expenses of transportation of the privately-owned automobile may be allowed without regard to weight limitations whenever the head of a department determines that it is in the interest: of the United States for a civilian officer or employee of the United States to have the use of a privately owned automobile at an official duty station outside the continental United States to which he is being transferred. The Logistics Office has no objection to the imposition of maxima m weight limitations as proposed in this bill. It is realized that, in rare instances, it may be necessary for operational purposes, for an employee of the Agency to have household goods at his overseas station in excess of 14,000 pounds gross. However, i, is felt that these rare instances may be dealt with under provisions of other Agency authority wherein it is possible to reimburse Agency employees in excess of their normal salary so that they may live on a level higher than that normally possible on their basic salary.
