1. On 4 October 1950 the Bureau of the Budget requested
appropriate agencies of the Government to comment on statutes which
were necessary for agency activities which would be affected by the
termination of the existence of a state of war or emergency. CIA
replied to this request on October 31, 1950.
2. On $ November 1951 a similar memorandum was sent
out by the Bureau of the Budget based upon the fact that the state of
war which has existed since December 8, 1941 would cease to exist
upon the ratification of the treaty of peace with Japan. The Bureau
of the Budget proposes to submit to the Congress legislation continu-
ing in force many of the statutory authorities which were enacted by
the Congress for the duration of the war and continuation of which
is considered necessary because of the present world situation.
3. The Bureau of the Budget has prepared a digest of all
the applicable statutes and has requested agency comments upon
mimeographed recommendation sheets which they have supplied.
4. This office has prepared a brief digest of each statute
upon which we have commented and attached it to the recommendation
sheet. The deadline for this material is close of business on Z8
November.
5. As noted on the mimeographed cover sheet, which has
been prepared for Mr. ~- olf's signature, we have indicated our views
as to whether the proposed submission to the Congress should be in
an omnibus bill or in separate bills.
6. In addition, the Bureau of the Budget has forwarded a
draft letter to the Speaker of the House, which is to be the basis of
their letter of submission of the proposed program to the Congress.
Our comments have been requested in paragraph 4 of the cover sheet.
We have pointed out that we feel the draft letter could be strengthened
by an explanation that the, authorities sought should be continued on
the basis of the "cold war" situation rather than on the "state of war"
situation on which they were originally based. This is particularly
important for an agency such as CIA.
