Dear Senator Jenner: This is in further reply to your letter of October 5, 1954, requesting the names, titles, and terms of service of present and former members of the Economic Defense Advisory Committee and its subcommittees. The Economic Defence Advisory Committee (EDAC) is an interdepartmental committee to advise the Secretary of State and the Director of Foreign Operations (as Administrator of the Battle Act) on matters pertaining to the free-world controls on the flow of strategic materials to the Soviet Bloc. EDAC has one major subcommittee, the Executive Committee, established in February, 1952, and seven Working Groups, estab- lished in January, 1953. As the need arises, special or ad hoc subcommittees are formed for short periods to deal with special or technical problems. Two special joint committees also serve the Economic Defense Advisory Committee. The first, the Joint Operating Com- mittee, which advises on both U.S. and international security ex- port control levels, is under the chairmanship of the Department of Commerce and its membership may be obtained from that Department. The second is the Intelligence Working Group, chaired by a rep- resentative of the Central Intelligence Agency. That Agency has requested that you communicate directly with them if you desire to have the names of their personnel participating in this work. It should be noted that the Central Intelligence Agency furnishes intelligence information, but does not take part in policy de- termination. Prior to that date, the Working Group structure of the Economic Defense Advisory Committee was on an ad hoc basis to deal with specific problems. The earlier Working Groups generally did not last very long and many of the present and former members of the existing Working Groups indicated on this list served on those ad hoc Working Groups.
