Reference is made to your memorandum to the dated 16 September
1953, subject: S.J.Res. 96, 83rd Congress. This Resolution seeks
to strengthen the foreign relations of the United States by establish-
ing a Commission on International Telecommunications. The comments
contained herein are for the Burea~ guidance onlyl as the actual
creation of such a Commission is a policy matter` outside of the
scope of this Agency. Nevertheless, we feel that we te-l
inform you as to our views in this matter.
We are entirely in agreement with the comments proposed by the
Air Force with regard to the provisions of Section 10(a) and 10(c)
(formerly Section 10(b)), and feel that these provisions mlSht be
utilized to attempt to require extensive disclosure of highly

As you know, the National Security Council and the Assistant
Director for Telecommunications in the Office of Defense Mobiliza-

tion have. considerable attention to Soviet capabilities in

the field of electronics and telecommunications activities, and the
entire subject is being concentrated at the highest levels in the
Executive Branch of the Government. It might therefore be most
unfortunate if it was attempted to remove these deliberations to a
Commission which is not of the administration's own seeking, and

As indicated above, this Agency does not feel that it can
