MEMORANDUM FOR: Mr. Dulles
SUBJECT : Congressional Contacts.
1. In accordance with your request at the Assistant Direc-
tors' Meeting on 7 December 1953 concerning congressional contacts,,
I should like to report that I consider Congressman Jere Cooper,
Democrat from Tennessee, to be an individual whom I could approach
and speak frankly to on any subject.
2. Mr. Cooper was elected to Congress from my district in
about 1929 and gave me my appointment to the Military Academy.....
the first appointment he made. I have seen him infrequently dur-
ing the ensuing years; however, he remembers me and my family well
and I am sure that I would be accorded a most cordial reception at
any time I wanted to see him.
3. According to the Congressional Directory, Mr. Cooper is a
member of the Joint Committee on Reduction of Nonessential Federal
Expenditures along with Senator Ferguson, Representative Taber, Re-
presentative Wigglesworth, and Mr. Dodge, Director, Bureau of the
Budget.
1.. While I do not know either Senator Kefauver or Senator
Gore from Tennessee personally, I am reasonably certain that through
mutual acquaintances, and particularly through Jere Cooper, I would
be cordially received.
