The present method of financing is of doubtful legality and has raised at least a question mark with the Comptroller General. The provi- sion of super-grades for the OCB Staff is even more dubious. However, I see no objection to the proposed long-term assign- ments on a non-reimbursable basis for the Intelligence Liaison Staff nor to the occasional loan of other qualified personnel. I agree there would be a technical point of order which could be raised if direct appropriation for the OCB were used without such legislation. It would, however, still be preferable from our point of view to the present arrangement. If neither the le-islation nor the direct appropriation is feasible, I feel the technical improprieties with the current support system would be lessened if all participating agencies were to con- tribute equally. At the very least this would answer a pos- sible charge that technically the current system was an improper supplementation of State or other budgets. LAWRE R.
