Memorandum for: The Director
1. Mr. William Rogers, Deputy Attorney General, in your
absence called me to request CIA assistance as follows: They de-
sire a "qualitative analysis" Of Communist aims, policies and
strategies in the period 1918-1950, with particular emphasis on
Central Asia and China in the period 1933-1950.
3. 1 suggested, and Rogers agreed, that the above request could
be encyclopedic and was rather vague. I suggested that if we were
able to undertake any part of this work it would be beat to have the
men in Rogers' office who are working on this matter discuss the
details with any persons we might assign to do the research that

we could narrow the scope down considerably,
4. It should be borne in mind that any researcher whom we
might designate to prepare this material might subsequently be
qualified as an expert and called as a witness in the trial.
