1. Through William Darden of the Senate Armed
Services Committee Staff, sought Senator Russell's advice
been recommended by Mr. Smart of the House Armec
the invitations after a check with Speaker Rayburn, as had
obtained the DCI''s clearance to issue. the remainder of
Senator Russell thought that the invitation was a goo ea,
although he was very doubtful if he himself could attend.
Gen. Cabell passed this information on to the DCI and
on the advisability of the Ccngressi al . trip to

Chief Counsel, proposed invitation to subcommitte members
to visit He advised that he was sure Chairman
Vinson would think this an excellent idea, and urged that we
release the letters of invitation without waiting to check with
him. He also urged, however, that the Director touch base
with the Speaker of the House before issuing the invitation,
The Speaker was evidently greatly annoyed by a recent junket
arranged by the Navy without any prior notification to him.
