Mr. LANGER submitted the following resolution ; which was referred to the Com-
mittee on Governxnent Operations
RESOLUTION
1 Resolved, That the Committee on Government Opera-
2 tions, or any duly authorized subcommittee thereof, is
3 authorized and directed to conduct a full and complete study
4 of the leasing of space or buildings by agencies, bureaus,
5 departments, and commissions of the United States Govern-
6 ment. In the conduct of such investigation special attention
7 shall be given to (1) determining the extent to which
S space or buildings have been leased at exorbitant rates,
9 (2) determining the extent to which political connections
10 have figured in the leasing of space or buildings, (3) deter-
11 mining the extent to which space or buildings not fireproof
12 have been leased when comparable space in fireproof build-

1 ings could have been leased at equal or lower rates, (4)
2 determining the extent to which attempts have been made
3 to locate various agencies, bureaus, and commissions in one
4 building for administrative convenience and for the coii-
5 venience of the public, and (5) determining the extent lo
6 which buildings already owned by the Government have
7 been utilized before space or buildings were leased on a
8 rental basis.
SEC. 2. The committee shall report its findings, to-
10 getlier with its recommendations for such legislation as it
11 deems advisable, to the Senate at the earliest date practicable
12 but not later than March 1, 1956.
