R. 7053 IN THE HOUSE OF REPRESENTATIVES JUNE 29, 1955 Mr. Ar LR introduced the following; bill, which was referred to the Com- mittee on Government Operations A BILL To add a new title relating to real property management to the Federal Property and Administrative Services Act of 1949, as amended. 1 Be it enacted by the Senate and House of Representa- 2 tives of the United States of America in Congress asst nibled, 3 That the Federal Property and Administrative Services Act 4 of 1949, as amended, is further amended by inserting after 5 section 210 thereof the following new title : 6 "TITLE I IA-REAL PROPERTY MANAGEMENT 7 "DECLARATION OF POLICY "SEC. 220. (a) Except as hereinafter provided in this 5 title, on and after days after this title takes effect, the 6 Administrator shall have complete authority and responsi- 7 bility with respect to the management of all real property 8 owned or lead by the United States and presently managed 9 by any executive agency, including all matters relating to the 10 acquisition, inventory, maintenance, repair, alteration, pro- 11 tection, inspections, and disposal of such real property. In 12 connection therewith, the Administrator is. authorized to 13 establish such standards, prescribe such regulations, and pre- 14 pare and issue such manuals and procedures for the guidance 15 of executive agencies, as he deems necessary. The Adminis- 1.6trator is further authorized to provide for periodic inspections 1.7 to determine the extent to which executive agencies have I8 complied with the standards, regulations, manuals, and pro- 1.9 cedures established, prescribed, or issued by him in connec- 20 tion with the management of such real property, and in the 21 event of the failure of any executive agency to comply there- 22 with, the A droinistrator is authorized to request the President 23 to issue a directive or take such other action as he deems 24 necessary to assure such compliance. " (b) It shall also be the responsibility of the A dmin- 2 istrator to develop and establish a long-range policy with a 3 view to accomplishing the following general objectives in 4 connection with the management of public buildings- 5 " (1) the gradual consolidation of the office space 6 occupied by executive agencies in large urban centers 7 into a fewer number of buildings, thereby increasing the 8 ratio of net usable space to gross area, and increasing 9 the flexibility of the assignment of such office space; 10 " (2) the gradual improvement of the quality of the 11 office space occupied by executive agencies, to the extent 12 that such improvement is consistent with economy, in 13 order to improve the morale of Federal employees, 14: reduce the turnover in personnel, and increase the effi- 15 ciency of Government services; and 16 " (3) the relocation of office space occupied by ex- 17 ecutive agencies from High cost areas to other suitable 18 and less costly areas. "APPROPRIATIONS FOR GENERAL-PURPOSE PUBLIC 21 "SEC. 222. Hereafter all funds for the operation, main- 22 tenance, repair, and alteration of all general-purpose public 23 buildings owned or leased by the United States shall be 24 appropriated directly to the General Services Administrate Approved For Release 2000/08/25: CIA-RDP59-00224A000100170008-9 Approved For Release 2000/08/25: CIA-RDP59-00224A000100170008-9 4 1 tion and shall be expended under the direction of the Admin- 2 istrator; except that in the case of any such buildings owned 3 or leased by the United States in foreign countries the funds for their operation, maintenance, repair, and alteration shall be appropriated directly to the Department of State and shall be expended under the direction of the Secretary of State. "BUILDINGS OCC:CUPIEI) BY TIIE POST OFFICE DEPARTMENT "SEC. 223. Hereafter the Administrator shall be respons- ible for the management of all buildings occupied in whole or in part by the Post Office Department; except that the Ad- ministrator may delegate to the Post Office Department the management of any such buildings whenever in his opinion it is more econo::nical or efficient to do so. All funds for the operation, maintenance, repair, and alteration of such build- ings shall be -ippropriated directly to the General Services .Administration and shall be expended under the direction of the, Administrator. "EXEMPTIONS "SEC. 224. "REPEALS "SEc. 225. All laws or parts of laws inconsistent with the provisions of this title are hereby repealed."
