A BILL
To amend section 602 of the M,deral Property and Administra-
tive Services Act of 1949 with respect to the utilization and
disposal of excess and surplus property under the control of
executive agencies.
1 Be it enacted by the Senate and House of Representa-
2 Lives of the United States of America in Congress assembled,
3 That section 602 of the Federal Property and Administrative
4 Services Act of 1949 (63 Stat. 399, 40 U. S. C. 474), as
5 amended, is hereby amended by adding at the end thereof
6 a new subsection to read as follows:
" (g) (1) Notwithstanding the provisions of subsection
(d) of this section or of any law other than this Act, the
9 Administrator shall. exercise the authority vested in hint by

1 this Act with respect to the utilization and disposal of all
2 excess and s _zrplus property, real and personal, which is
3 under the control of any executive agency, except that noth-
4 ing in this i ct shall impair or affect any authority of-
5 " (A) any executive agency to dispose of property
6 under its control when such disposal is made as specifi-
7 cally authorized by law in a particular manner, to a
8 particular class or classes. of persons, or for particular
9 purposes, as part of or in furtherance of program act:ivi-
.10 ties of such agency, including, but not limited to,
disposal by the Department of Agriculture of agricultural.
:12 commodit'.es acquired under price support or other a.gri-
X1.3 cultural .9,:,,sistance programs, and disposal by the Ten-
14 nessee V(,iJley Authority of reservoir lands, or fxee
15 power equipment facilities with appurtenant rights-of-
16 way to pew that, and of other property sim-
1.7 ilarly disp )sed of by such Authority in connection with
.18 its program activities, but the agency carrying out such
19 program shall, to the maximum extent practicable con-
20 sistent with the fulfillment of the purposes of the program
21 and the effective and efficient conduct of its business,
22 coordinate its operations with the requirements of this
23 Act and the policies and regulations prescribed pursuant
2.1 thereto; or

1 " (B) the Joint Committee on Printing under the
2 Act entitled 'An Act providing for the public printing
3 and binding and the distribution of public documents',
4 approved January 12, 1895 (58 Stat. 601), as amended,
5 or any other Act.
6 " (2) The President may by Executive order make such
7 specific exemptions from the exercise by the Administrator
8 of General Services of his authority under this subsection with
9 respect to the utilization and disposal of excess and surphts
10 property as the President deems to be necessary in the public
