R. 10665 IN THE HOUSE OF REPRESENTATIVES APRIL 19, 1956 Mr. HOFFMAN of Michigan (by request) introduced the following bill; which was referred to the Committee on House Administration A BILL To limit the acquisition and use by civilian agencies of the Federal Government of equipment for reproducing docu- ments, drawings, papers, and so forth, on sensitized materials. 1 Be it enacted by the Senate and House of Representa- 2 tives of the United States of America in Congress assembled, 3. That, except. as provided in section 3, no civilian depart- 4 ment, agency, or establishment of any branch of the Govern- 5 ment of the United States shall acquire any equipment for 6 blueprinting, photocopying, or otherwise reproducing docu- 7 ments, drawings, papers, and similar subjects, which can be g legally copied commercially, by processes involving the use 9 of sensitized coated materials. Each such civilian depart- 10 ment, agency, and establishment shall, as soon as practicable, I Approved For Release 2000/08/17 : CIA-RDP59-00224A000100220003-8 Approved-For Release 2000/08/17 : CIA-RDP59-00224A000100220003-8 provide for die orderly disposal of any such equipment. in 2 its custody on the date of enactment of this Act or which 3 may come iWo its custody after such date. 4 SEC. 2. Except as provided in section 3, each civilian 5 department, agency, and establislnnent of any branch of the 6 Government of the United States shall, within sixty days 7 after the date of enactment of this Act, submit a report to 8 the Bureau of the Budget setting forth (1) each item of 9 equipment described in the first section in its custody on the 10 date of enactment of this Act, and (2) its plans for orderly 11 disposal of such equipment. Each such civilian department, 12 agency, and establishment shall, at the close of each six- 13 month period after the submission of its initial report, submit; 14 a report to the Bureau of the Budget setting forth (1) each 15 item of such equipment disposed of by it during such six- 16 month period; (2) any item of such equipment which has 17 come into its custody during such six-month period, and 18 (3) its plank for orderly disposal of any such equipment 19 remaining in ts custody. 20 SEC. 3. The provisions of this Act shall not apply to: 21 (1) Any equipment in the custody of any department, 22 agency, or establishment of the Department of Defense used 23 for the reproduction of documents, drawings, papers involv- 24 ing actual military training of members of the Armed Forces '5 of the United States or military operations engaged in by Approved For Release 2000/08/17 : CIA-RDP59-00224A000100220003-8 - Approved For Release 2000/08/17 : CIA-RDP59-00224A000100220003-8 3 1 the Armed Forces of the United States; (2) any equip- 2 ment in the custody of any civilian department, agency, or 3 establishment used for the reproduction of classified docu- 4 ments, drawings, papers, involving the national security; or 5 (3) any equipment in the custody of any civilian depart- 6 ment, agency, or establishment used for the reproduction of 7 documents, drawings, papers, involving the enforcement of 8 the criminal laws of the United States.
