These bills are identical, and were introduced on Feb* 27, 1956 by John McCormack and The Martin. They were drafted iki such a way as to permit direct reference to the Appropriations Cc t . - mittees. inasmuch as they contain both authorizing and appropristoor_r language, Chairman Cannon of the Appropriations Committee ins! 4tec` upon a prior reference to the lieeuse Foreign Affairs Committee. 2. The House Foreign aiffairs Committee is due to report cnc of the bills out on June 1 or thereabouts, and the Committee staff ire.- formed me that Floor action could be expected during the early pt rt of the week of June 4. After It passes the House it still has to go t ropriations Committee, and Floor action will again be nee! E. - sary if the bill is favorably reported by that Committee. 3. I am not familiar with the exact contents of the 15tate D-spar=:- from A.ssiista*t Secretary Hill to the Chairn.a n of the -ore l gI re Committee. I am informeal by Mr. O'Connor. however, that it is essentially a "no objection" letter. The State Department in fact drafted these two bills, but this was dense as a personal service tt the Congressmen who were to introduce it.
