Mr. RoDINO introduced the following joint resolution; which was referred
to the Coniniittee on Foreign Affairs
JOINT RESOLUTION
Authorizing the formulation and carrying out of a. program for
sending freedom messages behind the Iron Curtain.
Whereas the President of the United States has stated: "In the
struggle against expanding communism, we must miss no
opportunity to rally men and women everywhere to the
cause of freedom and progress, as opposed to the reaction of
totalitarian policies and methods. We must fully develop
under efficient, able direction every psychological weapon
that is available to us" ; and
Whereas communism will not permit a free press to report friend-
ship between the world's peoples; and
Whereas, because of prevailing air currents, the use of balloons
does offer a method of communication with the enslaved
peoples of satellite countries; and

Whereas this method has been tried and proved, with great suc-
cess, in the case of Czechoslovakia and Poland, where more
than eleven million messages have been delivered with pro-
found results : Therefore, be it
1 Resolved by the Senate and House of, Representatives
2 of the United States of America in Congress assr:ml led,
3 That the Secretary of State is authorized and directed to
4 formulate and place into operation at the earliest practicable
5 date a program for the sending of freedom messages into the
6 satellite countries of the Union of Soviet Socialist Republics.
7 SEC. 2. Such program shall include the sending of small
8 packages of food, accompanied by appropriate messages, by
9 balloon to the people of such countries. For such purposes,
10 the Secretary of State is authorized to use surplus agricultural
11 commodities in the hands of other Government departments
12 and agencies, and to reimburse such departments and agen-
13 cies for the costs thereof.
14 SEC. 3. The Secretary of State is authorized to use
15 existing personnel and facilities of the Department of State
16 and, with the consent of the head of the department or
17 agency concerned, of any other department or agency of
18 the Government in carrying out the provisions of this joint
19 resolution.
20 SEC. 4. There are hereby authorized to be appropriated
21 such sums, not to exceed $2,000,000, as may be necessary
22 to carry out the provisions of this joint resolution.
