I believe the idea behind this bill is a good one, but I am not in favor of t'{he
bill as drawn. I recall that several years ago when I was in the ODM, a similar
bill was up for discussion.
So far as the Agency is concerned, my main criticism is that there is no provision
for secrecy. Security clearance is not considered among the qualificatio is
necessary for membership on the Board. Possibly these matters could be
settled administratively if a bill of this sort is ever passed. I do think that
the idea itself is of definite interest to the Agency.
