Approved For Release 2001/08/24: CIA-RDP59-00224A000100460008-7 OGC HAS REVIEWED. 7. I talked with Mr. Fisher, Zegister of Copyrlglits. in the Library of Congress, regarding H. It. 6716, a bill which would amend the copyright laws to authorize suits for intri agem.ent against the U. S. Government rather than its individual employees. This would place copy- right infringement suits on the same basis as patent suits and would overcome a long standing court decision an this matter. I recalled to the Register that we had discussed this matter some years ago, at whic i time CIA was considering the possibility of legislation of its own in this connection because ci the necessity of using copyrighted material in psychological warfare items, the sounre of which often could not be revealed to the copyright owners for security reasons. Mr. F'isher sal I that he felt that there was not much chance of H. R. 6716 moving during the current session but that it had been introduced to elicit comments with the hope of action in the next sessio. I stated that I would consider tl possibility of writing the Bureau of the Budget urging some Administration support for this bill. 14 19 5`S Approved For Release 2001/08/24: CIA-RDP59-00224A000100460008-7
