SUBJECT . Assignment Involving H. R. 81 - 84th
Congress, 1st Session
1. Some time ago you requested that I examine H. R. 81 with Vie
view of determining whether or not this Agency should wish to support
-thi~r,~passage in Congress.

2. The bill was one to amend title 18 of the United States Code
to give United States district courts jurisdiction of certain offenses
coamnitted by Americans outside of the United States, and for other pur-
poses". It was proposed as a result that the decision by a federal
court which refused the extradition of the Messrs. Iadolce and Icardi
for trial in Italy for the alleged murder of OSS Major Hollohan and the
determination of the Judge Advocate General of the Army that neither
Iadolce nor Icardi were subject to the jurisdiction of a military
tribunal for this alleged murder in 1954. A copy of the bill is en-
closed in lieu of offering any further explanation of its provisions.
3. I have since learned that following its introduction, this bill
was referred to the House Coamnittee on the Judiciary from which it never
emerged during the session. Nor was any similar legislation passed.
4. I suggest that any further consideration of this bill be ]post-
poned until such time as the Congress sees fit to undertake the considera-
tion of either this bill or another one similarly designed.
