1. We see no CIA interest in the proposed bill and action oy the
.Legisl4tive Counsel is believed unnecessary.
2. The bill would protect the right of individuals to peti;ion - ar
communicate with Congress or Members thereof "unless the informs ::ion
furnished is in violation of Federal law, or in violation of Fed*;ral
regulations necessary to the security and safety of the United Sf.ates.v
It is believed the quoted language does not conflict with the rec??uire.-
ments we now impose which prevent personnel from transmitting c].L:,ssifieti'_
Agency information outside the Agency. The exception also is pe2fect1y-
consistent with the provision of paragraph 6 of our Secrecy Agreement oi
16 July 1955 which states that to carry any grievances or complaints
ourside the Agency "will be considered a violation of the undertAki
not to disclose classified information relating to the Agency.
