R. 12003 IN THE HOUSE OF REPRESENTATIVES JUNE 2T, 1956 Mr. REFS of Kansas introduced the following bill; which was referred to the Committee on Government Operations A BILL To provide for comprehensive reports by the Bureau of the Budget with respect to all branches of the Government and the executive agencies thereof. 1 Be it enacted by the Senate and House of Representa- 2 tines of the United States of America in Congress assembled, 3 That part II of title I of the Budget and Accounting Pro- 4 cedures Act of 1950 (64 Stat. 834) is hereby amended by 5 adding at the end thereof the following new heading and 6 section : 7 "COMPREHENSIVE REPORTS OF EXECUTIVE AGENCIES 8 "SEC. 120. (a) The Director of the Bureau of the 9 Budget is authorized and directed, beginning at such time 10 as he shall determine, after consultation with the Secretary Approved For Release 2000/08/25: CIA-RDP59-00224A000100520002-6 Approved For Release 2000/08/25: CIA-RDP59-00224A000100520002-6 2 1 of the Treasury and the Comptroller General of the United 2 States, that necessary information and data are being de- 3 veloped under the joint accounting program or otherwise 4 in regular budgeting and accounting processes, submit to 5 Congress not later than the thirtieth day of each regular 6 session a comprehensive report (other than the report by the 7 Secretary of the Treasury presenting the results of financial 8 operations of the Government, provided for by the Budget 9 and Accounting Procedures Act of 1950, and any other 10 report limited solely to fiscal matters) with respect to the 11 financial results of the activities of each executive agency 12 of the Government. Each such report shall contain informa- 13 tion, in such detail as the Director shall prescribe, relating 14 to all of the operations and activities of each such agency, 15 including the costs of such operations and activities, the 16 assets and liabilities of the agency, the extent of its contingent 17 liabilities, if any, and such other pertinent data and informa- 1S tion as the Director, determines to be necessary to inform 19 the Congress fully of the effectiveness of the use of funds 20 by each agency and to carry out the purposes of this section. 21 " (b) The head of each executive agency shall furnish 22 such information as the Director of the Bureau of the Budget 23 may require for the purpose of preparing the comprehensive 24 reports herein provided for."
