This proposed legislation is of interest to CIA activities and
its progress should be watched very carefully.
Please note subsection (e) on page 6 which provides in part that
"Each agency shall upon request make its payroll records available
to the Department of Labor for inspection and audit for premium-
making purposes." I am quite sure that this Agency would not
desire nor permit any such inspection or audit. Therefore, if this
legislation has any chance of being enacted into law, an exception
should be requested for some portions of its provisions.
