This Bill proposes to establish a legal career service on a Government-wide:
basis. So far as we can tell, it contains no exception for this Agency. If
enacted and if the legal positions in the Office of the General Counsel home
within the definition contained in the Bill those positions apparently would
become part of the Government-wide legal career service, Accordingly, w?' thi ik
the Bill should be evaluated with respect to CIA interest by the Office of the
General Counsel.
