Mr. WILSON of California introduced the following bill; which was referred
to the Committee on Post Office and Civil Service
A BILL
To authorize the withholding from the salaries. of Government
employees of amounts for certain charitable contributions.
1 Be it enacted by the Senate and House of Representa-
2 tines of the United States of America in Congress assembled,
3 That, upon the request of any officer or employee of the
4 Government, there shall be withheld and deducted from the
5 salary, pay, or compensation of such officer or employee such
6 amounts as lie may specify for the purpose of making such
7 charitable contributions as he may designate. Amounts so
8 withheld and deducted shall be appropriately paid in accord-
9 ance with the designations made by such officer or employee.
10 SEC. 2. The Civil Service Commission is authorized to

1 prescribe such regulations as may be necessary for the admin-
2 istration of this Act.
3 SEC. 3. As used in this Act-
4 (1) The term "charitable contributions" means contri-
5 butions or gifts to or for the use of-
6 (A) a corporation, trust, or community chest, fun+1,
7 or foundation,-
8 (i) created or organized in the United States
9 or in any possession thereof, or under the law of
10 the United States, any State or Territory, the Dis-
11 trict of Columbia, or any possession of the United
12 States;
13 (ii) organized and operated exclusively for re-
14 ligious, charitable, scientific, literary, or educational
15 purposes or for the prevention of cruelty to childr~.;n
16 or animals;
17 (iii) no part of the net earnings of which in-
18 ures to the benefit of any private shareholder or
19 individual; and
20 (iv) no substantial part of the activities of
21 which is carrying on propaganda., or otherwise Lt-
22 tempting to influence legislation.
23 (B) a post or organization of war veterans, or An
24 auxiliary unit or society of, or trust or foundation for,
25 any such post or organization-

1 (i) organized in the United States or any of
2 its possessions, and
3 (ii) no part of the net earnings of which in-
4 ures to the benefit of any private shareholder or
5 individual.
6 (C) a domestic fraternal society, order, or asso-
7 ciation, operating under the lodge system, but only if
8 such contributions or gifts are to be used exclusively for
9 religious, charitable, scientific, literary, or educational

purposes, or for the prevention of cruelty to children or
animals.
(2) The term "officer or employee of the Government"
includes an officer, or employee in or under the legislative,
executive, or judicial branch of the Government of the United
States, a Member of, Delegate to, or Resident Commissioner
in the Congress of'-the United States, an officer or employee
17 of the government of the District of Columbia, and a mem-
18 ber of the uniformed services (excluding a retired person)
19 as defined in section 102 (a) and (b) of the Career Com-.
20 pensation Act of 1949.
