MEMORANDUM FOR: Legislative Counsel
SUBJECT: Proposed Pay Increases For Federal Employees
1. We have noted with interest recent news releases relating
to proposed pay schedules which it is anticipated the President
will recommend to the 84th Congress. It is not clear from the
information released to date whether the specific proposal is so
worded as to apply only to the classified and postal pay schedules.
There have also been published some suggestions that such pay
increases that might be approved for Federal employees might be
granted on a retroactive basis.
2. It is recommended that your Office review this proposal,
as well as any which may be subsequently introduced., to ensure that
the language is sufficiently broad to provide for comparable in-
creases, on a retroactive basis as appropriate, to employees of
this Agency who are compensated in accordance with the schedules
established under the provisions of the Classification Act of
1949, as amended. 25X1A
