1. There are no official positions between the Secretary and
Deputy Secretary and the Assistant Secretaries at the present time.
Defense has proposed a bill which would create an Under Secretary for
International Security Affairs (i. e. an elevation of Gordon Gray's present
position). It is not believed that this proposal will get anywhere during
this session, however.
2. There are nine Assistant Secretaries of Defense as follows:
(1) Comptroller, (2) Manpower and Personnel, (3) Legislative and Public
Affairs, (4) National Security Affairs, (5) Research and Development,
(6) Applications Engineering, (7) Supply and Logistics, (8) Properties and
Installations, and (9) Health and Medical. There is , in addition, the
General Counsel who has the same rank, status and salary. In the House
Executive Pay Bill, these positions will be raised to $19.000; in the
Senate bill, to $20,000.
3. Each of the Service Departments has a Secretary and Under
Secretary. Below that level, each of the Service Departments has four
Assistant Secretaries. A bill has Just passed the House which will add
a new Assistant Secretary for Research and Development to each of the
Service Departments. Under both the House and Senate Executive Pay
Bills, the salaries of the Secretaries are raised to $22,000, and the
Under Secretaries to $20, 000. Under the Senate bill, the Assistant
Secretaries are raised to $20, 000; under the House bill, to $ 19, 000.
