1. At Mr. aulless request today, I telephoned jr. ''arran Irons who is acting for xr. Philip young, -nairman of the Avil Service Goosdsaion, during MMr. Young's absence from the 3ity. I told his that Mr. Dulles was very interested in the Xooutivo Pay Act and wanted to take sppropriate action at the right time and place to insure that clAss views were considered and to ad- visa him that we stood ever ready to offer our assistance in the preparation of this Bill. 2. arr. Irons advised so that he had discussed this matter with hr. Young just prior to his departure an leave and that :r. Young had felt that any action at this time would be very prema- ture. He added that hgr. Young had tentatively decided that nothing should be done until about 1 Jctobor at which time the entire issue would be revived. I reiterated that at the appro- priate tuna we wanted to insure that our views were ccnsi,derea and that we would be glad to be of any possible assistance in getting the proposed legislation through.
