Attached herewith is a draft for internal discussion purposes of proposed legislation to increase the salaries of the Director and Deputy Directors. 2. For purposes of comparison, the Chairman of the Atomic Energy Commission receives $20, 000 a year, while the Commission members receive $ 18, 000. The Deputy Secretary of Defense receives $20, 000 a year, and departmental Under Secretaries receive $ 17, 500. Assistant Secretaries receive $15,000 per year. By special Appropria- tion rider, the Director of the FBI receives $20,000 per year, and the Associate Director receives $17,500. 3. For further comparison, I am attaching herewith a copy of Public Law 164 of the present Congress, the first paragraph of which has liberalized the salary provisions for Division Directors of the AEC. These Division Directors are subordinate not only to the Com- mission, but also to the General Manager and Deputy General Manager of the Commission, and correspond approximately to our Assistant Directors. An AEC organization chart is included at pages 16-17 of the attached hearings, which will make an interesting comparison. 4. Mr. Kirkpatrick has not reviewed this draft as he wished to have your comments, but the broad proposals have been discussed with the Director to a sufficient extent to warrant the trial draft which is attached.
