As statei in our letter to you of 25 January 1955. the goucy generally approves the -or- poses of the various provisions of this legislation. with the specific understanding that it in no way overrt. is or impairs the general authori- ties granted to the?Agency under the ventral Intelligence Agency Act of 1949. as ainende3. There Is a specific matter which we shoul i like to call to your attention in connection with the proposed repeal of ';.action 901 of the Foreign Service Act of 1946 as provided in :+ection 411(2) of the !raft bill. Section 5(b) of the '.IA Act of 1949 authorises the Director to grant to officers and employees allowances in accordance with the provisions of fiectios 901(1) and 901(2) of the Foreign ervice Act of 1946. `Ae have been informed that the Departnnest of State is oppose3 to the repeal of Section 901. &a J if it is finally etertnined that the section is not to be repealed, then we believe appropriate ameaiing language is necessary for CCIA. The allowances granted by cIA under Section S(b) are in actor: with the law and regulations of the Foreign :service. We believe it desirable to cautious this and, therefore. would request that if action 901 is not to be repealed, the Overseas Allowances !act of 19'SS shoul n include a provision in Title IV amen
